Why is out-of-state tuition higher than in-state tuition in many public colleges and universities?
Every state takes responsibility for its education system including the operating and maintenance costs of its state colleges and universities. These post-secondary institutions are subsidized by public funds generated from tax collections by the state and its agencies.
As such, students who are considered eligible residents (i.e., in-state students) avail of reduced tuition rates by virtue of their status – they and/or their parents pay taxes to the state in various forms. In other words, in-state students come from families that have paid their taxes to the state and, thus, to the public colleges and universities.
In contrast, out-of-state students and/or their families haven’t paid taxes to the state. Their tuition rates are then higher compared to in-state students since these aren’t subsidized by the state. Plus, out-of-state tuition is a source of revenue for public institutions, and the money can be used for various university programs and projects.
Note that living in a particular state doesn’t automatically qualify for in-state tuition! Check the residency requirements for the college or university you’re applying to and determine your eligibility. The state requirements vary in terms of specific periods of residency, documentation for tax payments and voter registration, and in-state employment, among others.
What are the merits and demerits of attending an out-of-state institution?
The advantages of being an out-of-state student include:
- Having the opportunity to become immersed in a different culture is perhaps the best advantage. Even if you have lived in the US your entire life, every state has its unique culture, and it can be said for every college and university, too.
- Becoming more independent and, thus, learning the skills vital in adulting, from paying your own bills to planning your life. Getting out of your comfort zone means personal development, too.
- Choosing from a wide variety of colleges and universities, perhaps fulfill your dreams of attending a prestigious out-of-state college.
But there are a few disadvantages to uprooting yourself from your home state for your college studies. Dealing with more expensive educational costs including tuition and fees, room and board, and incidental expenses. With higher tuition for out-of-state students combined with traveling costs to and from your home state, you may have second thoughts. Homesickness may also be a struggle.
But if you want to spread your wings, an out-of-state education may be for you! There are many ways to make the costs manageable, too, so that your college experience becomes more enjoyable.
What are the financial considerations of being an out-of-state student?
Both in-state and out-of-state students must deal with the direct and indirect costs of a college education. But out-of-state students are more likely to be faced with higher tuition and fees, the primary considerations.
That’s not all either as out-of-state students should also consider the following aspects:
- The cost for room and board for out-of-state students may or may not be the same as those for in-state students. Many public schools have a higher rate for out-of-state students because of the contributions-as-taxpayer perspective.
- The fees, including mandatory fees, health insurance, and student charges may be lesser in amount than the tuition fee per credit hour but these quickly add up. These are also less likely to be covered by waivers and discounts than tuition.
- The travel expenses can become a burden, too, particularly for students whose home states are on the other side of the country. The holidays and academic breaks can take a toll on your budget when these become opportunities for a homecoming.
Aside from the financial considerations, out-of-state students must also consider their mental health. Being away from familiar faces, including your family and friends, can mean the loss of your support system – at least, in the physical sense. Modern communication technology has made it possible to stay connected even when you’re hundreds of miles away.
Will your status as an out-of-state student influence your chances of admission?
Every institution has its specific policies and practices when it comes to the admission of out-of-state students. The University of California System, particularly in its Los Angeles and Berkeley campuses, accepts over 20% of its undergraduate students from outside the state. Among the reasons is that out-of-state students are moneymakers with their contributions to the UC Systems’s coffers amounting to more than $728 million.
The bottom line: Your status as an out-of-state student may well boost your chances of admission! This is particularly true for private institutions that want more students to be accepted – the more students, the more revenue, and the better for the school.
Many public and private institutions that value diversity, particularly geographic diversity, are also excellent choices for out-of-state students. You may even highlight your out-of-state status as an advantage in that you’re ready to take on the world outside of your comfort zone.
But also remember that geographical diversity isn’t as important for most colleges and universities as academic achievement and potential. Applicants are well-advised to highlight these aspects as well as their potential for leadership, community service, and professional success in their admission profile.
What are the ways to avail of in-state tuition as an out-of-state student?
- Meet the minimum residency requirements. These may include living in the state for at least one year before admission, agreeing to stay in the state for the duration of their studies, and providing proof of residency.
- Present excellent academic achievements including high GPA and standardized scores. High-performing, out-of-state applicants may even be offered competitive scholarships aside from the privilege of paying in-state rates.
- Check the reciprocity agreements that the state has with other states. These agreements allow students from participating states to avail of in-state tuition and transfer credits, among other benefits. Minnesota, for example, has tuition reciprocity agreements with Wisconsin, North Dakota, and South Dakota.
- Ask about special circumstances that allow out-of-state students to enjoy in-state rates. These include legacy programs (i.e., children of alumni), active-duty military members and veterans and their spouses and/or children, and university employees.
